Duplicate Hero were found in Public Matches Multiple times. BUG ??

Hi Earlier today while playing public matches I found Duplicate Hero multiple times.
Is duplicate Heros normal in Public Matches ??
If it's ok then please ignore I thought that there will be no duplicate Hero in a single match.

Device :- POCO F1
OS: Android 10

I actually thought it was kind of a lag which only I have faced

Duplicate heros is allowed in public matches but not in Ranked Matches.
